Born to immigrant Jewish parents in New York and raised in a household where English was her second language, Heela Capell understands what it means to be an outsider. She became a lawyer, and later a judge to fight for justice and fairness in Brooklyn's legal system.

MEET HEELA CAPELL
Coming of age in New York’s melting pot, she developed an abiding appreciation for its diversity; and a realization that while everyone struggles, many are deprived of a voice. She knew one day she would use her learned experiences to foster fairness and justice; she just did not know how. The law was her salvation; where the rules made sense, where a female voice was appreciated rather than stifled, and where knowledge could be used for good. Heela eventually went on to become the first in her family to graduate from college, become an attorney, and then a judge.
After graduating from the Benjamin N. Cardozo School of Law, Heela pursued her passion to serve the public in the courtroom and joined a real estate litigation firm. It was during this time as a litigator, conducting landlord-tenant dispute proceedings, that Heela observed the challenges facing individuals struggling to navigate the court system. Heela learned about their lives, livelihoods, hardships, and struggles. This experience ultimately inspired her chose to pursue a career as a judge. She wanted to fight for something she genuinely believes in – justice and fairness.
After becoming a court attorney for Housing Court Judge Bruce E. Scheckowitz, Heela was appointed to serve as a Housing Court Judge where she currently serves. As a judge Heela compassionately listens to everyone who comes into her courtroom. Currently serving in the Trial Part in Kings County Housing Court, Heela presides over landlord-tenant trials and is able to use her years of experience conducting trials as a litigator to treat those that come before her as she would have liked to have been treated in the courtroom. In this role, she gained formidable experiences that have prepared her to serve on the Civil Court.
